Instructions to make Sloppy Joe's by Heather:
  1. Mince garlic. Dice bell pepper and onion.
  2. Saute vegetables in oil on medium heat until almost translucent.
  3. Add hamburger to vegetables. Season with chili powder, salt, pepper, and Worchestershire sauce. Brown on medium-high heat.
  4. Stir in tomato paste and ketchup. Cook for three minutes, stirring frequently.
  5. Add water. Simmer for 10 minutes on medium-low heat.
